This package has never worked without issues. Either the patch itself failed, or just the tests.
As I've stated, the patch is from the abandoned PR#12536 from Nov 2023.
Additional observation: the last commit included in the PR itself introduced breakages, reported by GitHub CI (build logs no longer available).

it takes packagename for the directory which is meson-rust, but it should be meson
