Fix ETCDIR path: '$pkgdir/etc' -> '$pkgdir/usr/ttcn3/etc'
TITAN expects the etc directory to be in $TTCN3_DIR, regardless of
the path given in ETCDIR. This is hard-coded and cannot be changed.
