Revert "ros-melodic-fcl -> fcl"
This reverts commit 9ca1d5d2393ae2d1c3eb4fb1c56d4163e1511d3e.
For ros-melodic-fcl is actually necessary because the default fcl
version is not compiled with octomap support that is needed for
ros-melodic-moveit-core
