Drop pulling sources from Github and use Savannah
Cherry-picked from emacs-git¹.
Savannah is the upstream repository, and it is well maintained
unlike Github's. That is, the repo size when pulled from
Savannah is 0.5GB as of this date, while Github's is about 1.6GB.
