Revert "Avoid compressing the package by setting PKGEXT"
Zstandard actually compresses the package rather well without taking too
long and saves about 13 GB off the package file size, so let's re-enable
compression.
This reverts commit 3223a526d78563e59c77645bb243929d0c1f84f3.
