This fixes the URL to be the `systemd` organization, increase the
version, and add missing dependencies. A few fixes are also made as the
newer version does less-weird things with the tag name.

This updates the package to 0.10.0 and fixes other general packaging
issues identified by post-factum. `cython` is a dev dependency and
`systemd` is a runtime dependency.
`arch` is set to `x86_64` since the compiled output is architecture
specific but I have not validated that the compilation succeeded on
non-AMD64 architectures.

Upstream has gone back to x.y.z versioning but has retained the `v.`
prefix for tagging. It doesn't appear that anything needs to be done in
packaging for the Python 3.9 support or .pxd/pxi file additions.
