Separate configuration into /etc/throttle.d/{performance,powersave}
Use functions to reduce redundancy in throttle
Expand natural language syntax ({cpu,gov}), and add more options
such as "cpu check", etc.
Mimic systemd controller syntax {start, stop}:
start means "begin to throttle", so "reduce performance"
stop means "cease to throttle", so "improve performance"
