hmm, ok... but its no problem, when its listed in the depencies? pacman is also part of the base group.
however, its just used for a workaround, see: https://github.com/ushis/local-repo/blob/master/localrepo/package.py#L96
so it will propably go with the next python release

'tar' is in 'base' group so you don't have to specify it as a dependency.
