The keys are also in the subdir 'keys/pgp' and can be imported with 'gpg --import keys/gpg/x.asc`.

Unsafe permissions might be a reason the key server is not willing to refresh keys.

I tried:

gpg --refresh F23275E4BF10AFC1DF6914A6DBD2CE893E2D1C87
gpg: refreshing 1 key from hkp://keyserver.ubuntu.com
gpg: key DBD2CE893E2D1C87: "Christoph Feck <cfeck@kde.org>" not changed
gpg: Total number processed: 1
gpg:              unchanged: 1

You may want to change your keysever in ~/.gnupg/gpg.conf, keyserver keyserver.ubuntu.com is known to work good.

I have the same issue as RicardoPQ
