exporting the environment variable LADSPA_PATH=/usr/lib/ladspa should fix the issue.

Also line 41 of the PKGBUILD should be install -dm755 "${pkgdir}/usr/lib/alsa-lib"

It builds but:

$ alsamixer -D equal
Failed to load plugin "": cannot open shared object file: No such file or directory

I have caps installed and library is in my system:

$ find /usr/lib -name

So, If I take the PKGBUILD and add 'sudo' to that line, it builds, but I do not think this is 'the right way' to fix it. I am also unclear as to exactly how to fix it. sudo install -dm755 "$pkgdir" /usr/lib/alsa-lib

I just tried it today on RPI armv7h. It builds, but it fails when it tries to make the package. install: cannot change the permissions of '/usr/lib/alsa-lib': no such file or directory. This may be solve-able by adding a sudo, but I think that is a bit of a hack, isn't it?

I've updated the source. Seems to compile properly. Patches have been implemented upstream so I've removed them.

adding "aarch64" in the "arch" section of the PKGBUILD makes it compile with no errors

Old upstream's dead, down, or neglected. Linking to launchpad for source and for the info URL for the time being; if things stay as they are I'll host it myself.
