How these tools differ from those in apache package? Why to have a separate package?

Please install the binaries into /usr/bin/ instead of /usr/sbin/, according to the latest RFC, thanks!

Version 2.2.22 isn't available on their server anymore: curl: (22) The requested URL returned error: 404 Not Found ==> ERROR: Failure while downloading httpd-2.2.22.tar.bz2 .. but 2.2.23 and 2.2.24 is. Seems there is also a newer version out: 2.4.4
