It's a little hard to tell, but it looks like these libraries have only recently been made freely available by ARM. Read this for more.
Packaging this library was pretty ridiculous. The contents had to be extracted four times:
As a result, fair warning, you need about 700 megs of free disk space to build this ~130 meg package.
