In case you download the CLI install version from the astrill homepage, make sure to manually install the gtk2 package (in Extra repo), else astrill will not launch due to missing dep.

Can't get this to work. After adding the openssl config I'm still getting "URL protocol not supported"
Maybe I'm missing a dependency?

indeed, on Astrill download page[1] the last option (Linux 64bit CLI install) worked without a problem. thank you for the heads up.

FYI, the Astrill app has had five releases so far in 2018. The shell script available on the official astrill.com is working fine for installs. Also, a comment below suggests using a PKGBUILD script that references a source URL that is not referenced anywhere else by the company.
I mean no disrespect to the maintainer. Astrill didn't push out releases at all in 2017 and for the latter half of the year before that, so this is a big change.
