Yes, I am sure. You can see the pinned comment in https://aur.archlinux.org/packages/astromatic-sextractor/. That does work regardless of Cpu throttling. As an alternative you can use the binary package from https://www.astromatic.net/software/psfex. This is statically linked with ATLAS lib so you don't need atlas on runtime. And PKGBUILD example on how to package it https://aur.archlinux.org/cgit/aur.git/tree/PKGBUILD?h=astromatic-sextractor. This for sextractor but should be more or less the same for psfex. Also, see the 3.3 software requirements in http://psfex.readthedocs.io/en/latest/Installing.html

You sure the dependecy for this package is atlas-lapack and not only lapack? I got some issues installing atlas-lapack "CPU Throttling apparently enabled! It appears you have cpu throttling enabled, which makes timings unreliable and an ATLAS install nonsensical. " I tried the trick they show in the comments but it is not working.
