Upstream issue partly fixed, workaround added for potential compilation issues. 1.3.3 should be good to go now.

Unable to update to v1.3.3 as it's broken. Issue raised upstream: https://sourceforge.net/p/bacnet/discussion/402141/thread/166151feef/

Unflagging out-of-date until a new fixed version is released by upstream.
