@x4m3 because the current PKGBUILD pulls sources from https://pkg.blinux.fr (which doesn't exist anymore), not the GitHub repo.

why did the package get flagged out of date? the latest version is 1.7, judging by the github repo...

As @Sceptique pointed out, https://pkg.blinux.fr/ no longer exists.
Instead, the Bocal' git repository on GitHub can be used, as it hosts releases: https://github.com/bocal/blih/releases
Change:
source=(https://pkg.blinux.fr/pub/$pkgname/$pkgver/$pkgname-$pkgver.tgz)

to
