Thank you for bringing this to my attention. Unfortunately I do not use Budgie anymore on my machines. However, I will disown the package and you take over and merge your modifications.

I had to install libwnck3 (see here: https://github.com/UbuntuBudgie/window-shuffler/commit/d0055ed26729edd52a0551d79aef48e442d5828a) and xorg-xprop on GNOME to get this to work. I don't know if they would be required on other desktops, so maybe add them to optdepends?

Also, please consider adding an executable in /usr/bin (Budgie does: https://ubuntu.pkgs.org/19.04/ubuntu-universe-i386/budgie-desktop-environment_0.11.7_all.deb.html). See my updated PKGBUILD. I added a desktop file since I'm on GNOME. I would assume Budgie has another way to launch it.
