Turns out I was able to get anyconnect-linux64-4.8.03052-core-vpn-webdeploy-k9.sh
I still can't install this package. Do I need to place the script somewhere or modify the PKGBUILD? Sorry, I'm new to modifying AUR packages

You may or may not be able to find the binaries online - just make sure the hashes match the ones in the PKGBUILD.

Woops, my bad. Thank you! It seems my Institution only provides the file as an *.exe. Am I SOL?

In case this trips anyone else up: I saw a blank window upon starting /opt/cisco/anyconnect/bin/vpnui
, and it turns out that I hadn't enabled the systemd service:
systemctl enable --now vpnagentd.service
Not obvious from the blank window what the issue was, so hopefully this saves others some time.

4.9.00086 seems to segfault on start for me, so I'm not pushing it yet.

Unfortunately, I don't have access to a version newer than 4.10.06079 yet. If there is someone who can help with the update package - please let me know - I'll add to the co-maintainers.

As the comment in the PKGBUILD says (you've read it, right? ;) ), Cisco does not provide public downloads for this, so you have to obtain the installer yourself either through your own Cisco account or through your company's.
