It should depend on systemd-libs, not systemd:

Depends as namcap sees them: depends=(libconfig popt systemd-libs hicolor-icon-theme gsl libmodule)

There is no need to bump this package: it is a git package, thus it is built from git master branch.
You should just build it again when you wish to update.

This repo has not been updated since 2019-01-07, it would be great to update it.
