A confclerk developer wrote on the Debian mailing list that they have ported it to qt5. I managed to build it by changing the dependency to qt5-base and calling qmake-qt5 instead of qmake-qt4 and haven't noticed any issues using it.

Upstream did deactivate the git server, so that the acces now is via http(s).

error upon build:
