Added annotated tags to pkgver() and made it install with the new precompiled compiler.

The URL to download a precompiled compiler changed to https://s3.amazonaws.com/crystal-lang/crystal-$arch-latest.tar.gz (Note the .tar.)

There's a release now, so maybe switch to a more traditional pkgver()? https://wiki.archlinux.org/index.php/VCS_PKGBUILD_Guidelines#Git
