For Chinese users that could not download the package from Jetbrains, it's recommended to change the download URL to https://download-cf.jetbrains.com/python/dataspell-${pkgver}.tar.gz like those in other Jetbrains products in AUR, in order to prevent download failure.

No, you're totally right. Jetbrains changed the folder name in their tar archives. Sorry for the inconvenience! I just pushed a fix.t

When I try to build a package using makepkg -fc - exactly the same thing happens. Is it possible that I'm doing something wrong?

Missed the "${pkgdir}" for the chmod. Should be fixed with -2.

when installing it via yay, it run into an error: 

chmod: cannot access '/opt/dataspell/plugins/r-plugin/rwrapper*linux': No such file or directory

so I deleted that line in PKGBUILD and re-installed. This time it succeeded, but:

$ ls /opt/dataspell/plugins/r-plugin/
fsnotifier-linux          fsnotifier-osx          lib  rkernelVersion.txt    rwrapper-arm64-osx  rwrapper-x64-osx
