The author has deleted the repository and the website. I suggest changing the source URL to point to one of these repos:
https://github.com/DNSCrypt/dnscrypt-proxy (seems to be a copy of the original repo)
https://github.com/dyne/dnscrypt-proxy (a fork maintained by a company that uses dnscrypt-proxy)
