Try to switch to github for source:

https://github.com/rephorm/elicit-gtk

.. although last update there also was in 2012, the repo seems to be still there.

Either pin the source of the package to a specific commit from the git repo, or take the latest and rename the package to elicit-git, according to the packaging guidelines.

It seems that python-gconf is conflicted with gnome-python. Here is what I've got with yaourt:
