@fusion809: Fedora Artwork team changed to design team and this is new URL for all Fedora wallpapers:

https://fedoraproject.org/wiki/Wallpapers

I suggest that you change all other fedora backgrounds package URL. Although F31 wallpapers has not added yet to this page. thank you for mentioning it. by the way I also make you co-maintainer of this package. thank you for maintaining other packages.

The upstream URL, https://fedoraproject.org/wiki/Artwork/MediaArt/F31, doesn't exist.
