Apparently is the deprecated registry.gimp.org finally down[0]. One way to get the arrow.scm is using the wayback machine: https://web.archive.org/web/20180118203613/http://registry.gimp.org/node/20269

I won't change the download url, so everyone that needs the arrow.scm should download it beforehand. If no successor appears this PKGBUILD will be removed from aurweb.
