Maybe the patches and steps to build that Flatpak package can be ported to this AUR package: https://github.com/flathub/org.gimp.GIMP.Plugin.LiquidRescale

Anyway, the same algorithm is implemented in the (well-maintained) G'MIC package (and gimp plugin), under the name "Seamcarve". Just install
gimp-plugin-gmic, go to Filters→G'MIC-Qt, then search for "Seamcarve".
