Because it uses the wallpaper engine from GNOME. Wallutils interprets the same xml files which are used by GNOME and sets the wallpaper in other desktop environments, so it should work.
If you want to install this package (without using GNOME) you have 3 options: use the --nodeps option in pacman, remove the dependency in the PKGBUILD files manually, or install a dummy gnome-shell package.

Why does it depend on
gnome-shell, can I use it usingwallutils?
