In this case, don't be stupid like me and remove rfkill before removing grfkill, otherwise you'd have to manually transfer the tar ball from your phone then:
#sudo rfkill unblock wifi
#sudo set ip link wlp3s0 up

When I toggled the bluetooth it turned off my wifi, and blacklisted it due to conflicts with the new kernel or something.
