I didn't dig at pacman code to identify root cause or why this was present here at all, but options=('') should be purged from hal-flash and hal-flash-git as it is not compatible with current makepkg release.

On github there is a tagged version 0.3.0 now including downloadable zip and tar.gz files.

Upstream has switched to UDisks2. There's no stable source tarball for the new version, so if you want to switch over to UDisk2, switch over to hal-flash-git. If 0.3.0 gets a tarball, I'll upgrade hal-flash (this package) to 0.3.0 as well.
