I wanted to install the latest filemanip package from hackage, too. Fortunately, the cabal2arch tool, with 0 configuration, creates a working PKGBUILD and install script. Just follow the directions on the Arch wiki on how to use cabal2arch until someone from the arch-haskell team updates this page (I have no idea who controls the "arch-haskell" account on AUR...)
