http://dict.dv.lv seems to be currently down. lv_LV-1.4.0.zip can be downloaded from https://sourceforge.net/projects/openoffice-lv/files/openoffice-lv/lv_LV-1.4.0/lv_LV-1.4.0.zip in the meantime.
