On i2c-tools svn r6054, they moved the smbus functions away from include/linux/i2c-dev.h. Now these functions are in include/i2c/smbus.h and there is no include/linux/i2c-dev.h anymore, so no conflict with the kernel's one.
The last line of package() can be removed, so this header is installed.
