The upstream URL is 404, you may want to replace it with http://www.eterna23.net/ircii/ which appears to be the new one.

It seems that package() needs to pre-mkdir "$pkgdir/usr/share/irc/help" and "$pkgdir/usr/share/man/man1" otherwise `make install` simply chokes.
