Please update /etc/rc.d/jetty: $JAVA_HOME/bin/java -jar start.jar>>/var/log/jetty.log 2>&1 & to: $JAVA_HOME/bin/java -jar start.jar $JAVA_OPTS>>/var/log/jetty.log 2>&1 & in order to make jetty configurable through JAVA_OPTS in /etc/conf.d/jetty Plus, starting jetty.sh instead of start.jar would make things MUCH simpler as its variables are well documented.
