Thanks for the update! I can confirm it works now. I did a clean install of 1.4.0 package, and I could start the PG campaign without any extra steps. (Formerly, the first Poland scenario wouldn't load due to missing bridge tiles.)

Updated the package to 1.4.0, using the --separate-bridges wasn't needed for me. Please check.

After installation, I had to manually run $ sudo lgc-pg --separate-bridges -s /usr/share/lgeneral-data/pg-data from the .install file to make it work. Note the "sudo" and "--separate-bridges" in the command (the latter taken from https://sourceforge.net/p/lgames/bugs/75/).
