No, packages from base-devel shouldn't be added as dependency: https://wiki.archlinux.org/index.php/Arch_User_Repository#Prerequisites 2. I think this package needs automake as a dependency.

/usr/bin/perl: symbol lookup error: /usr/lib/perl5/vendor_perl/auto/List/Util/Util.so: undefined symbol: Perl_xs_apiversion_bootcheck got that error
