Please, autoconf is no more used, librsvg use cargo now to build the lib, you can loot at official Arch package or here to see how to build it:

Build fails. Source URL must be updated to "gitlab.gnome.org/GNOME/librsvg.git".

Aborting... I got this error when trying to install the package. After installing 'gtk-doc' from the repos it worked. Seems to be another dependency to add.

Now requires cargo as a makedep
