I'm in support of greyltc's suggestion. Appaently netconfig.h is expected to be at the root of /usr/include. But his line is missing the -s: it should be
ln -s /usr/include/tirpc/netconfig.h "${pkgdir}"/usr/include/.greyltc commented on 2019-02-05 21:20 (UTC)
