The vaapi git repository has been splitted. The libva package doesn't include the intel driver anymore. Now, you can build it separately with this PKGBUILD: https://aur.archlinux.org/packages.php?ID=53738

Building failed. libva-dont-install-tests.patch correction is needed due to added avcenc encoding tests.

Just a remark: the configure script actually checks the libdrm version. In order to build the i965 driver, you must have the latest libdrm (2.4.23), which is in [testing] at the time. I won't require this version because without it, you can still build the dummy driver and you can install the VDPAU interface too.
