FYI, default Arch kernel linux-4.18.x config change CONFIG_BPFILTER=y was causing "iptables-restore v1.6.2: Can't set policy 'DROP' on 'INPUT' line 3: Bad built-in chain name" for me. Disabling it with "# CONFIG_BPFILTER is not set" fixed the issue.

Not sure what you mean by the official repos require 'linux'. The only packages that strictly require it are ones that should be "fixed" and rebuilt per kernel anyway.

If you ran -Rdd, then you ignored the warning that some dependencies were not met; you should go back and rebuild those packages for linux-tomoyo, and update them along with kernel updates.

The problem is that many packages in the official repos require the "linux" package, which means you need the official kernel installed too. This can lead to instances of someone accidentally booting up without tomoyo enabled, and is therefore a security risk. I resolved this by purging linux with -Rdd, but this isn't a viable solution long-term, and may potentially cause stability issues.

AFAIK, directly adding "provides=linux" would be problematic because every module is kernel specific; so this package doesn't strictly provide 'linux'.

If some package fails to build/install, that specific PKGBUILD should be "fixed" to build correctly with linux-tomoyo (headers, extramodules, etc...).

Correct. This is the 2.x version.
This package exist only because the default Arch kernel is compiled without it.
