I'm having similar problems with 1.17.9 to those mentioned below with 1.17.8. I'm not sure if 1.17.8 was working for me either (I cannot remember if I used that exact version). I'll be doing some more troubleshooting with another drive and report results.
I switched back to 1.17.7 today and everything is working again. Note that I was having this problem with an Asus BW-16D1HT using SATA. I have access to an external Pioneer bluray burner using USB which worked with 1.17.9.

The problem must be distro specific @toerb. I've been using 1.17.8 for awhile and haven't had any problems. However I run CachyOS, which is an optimized version of Arch, so it's always up to date with the latest software.

Can confirm what toerb says about 1.17.8 - this version is broken and will not read any discs for me. Downgrading to 1.17.7 fixed the problem, this works fine.

This now depends on libavcodec.so so when it needs to be rebuilded against new ffmpeg version you are forced to uninstall first otherwise the update will be blocked
