On the page you link to in $url, they ask to "please use a mirror if possible". The URL I gave in my comment is a generic mirror link that will "automatically choose a nearby and up-to-date mirror", as per https://www.gnu.org/prep/ftp.html - consider using that instead of going directly to ftp.gnu.org?

$source link is broken. Replacing with "http://ftpmirror.gnu.org/${pkgname}/${pkgname}-${pkgver}.tar.gz" works.
