'sqlcmd.sh' is missing from the source array.

1. rpmextract is useless. libarchive/bsdtar already extract it just fine.
2. Your PKGBUILD will fail on a lot of setups. You're assuming the .rpm file is two levels above $pkgdir, you should be using it from $srcdir.
