Updated the udev rule file.

-Added a UDEV rule file to automatically create /dev/sleeptracker to eliminate the need to specify SLEEPTRACKER_DEV.
-Also, created a patch to fix a bug with sleep timeline rendering when the system timezone is something other than GMT.
