    cargo build --release --locked
}

check() {
    cd "$pkgname-$pkgver"
    cargo test --release --locked
}

package() {
    cd "$pkgname-$pkgver"
    install -Dm755 "target/release/$pkgname" -t "$pkgver/usr/bin"
    install -Dm644 license.txt -t "pkgver/user/share/licenses/$pkgname"
}

There's no need to use cargo install as there's no other files besides the binary.
