No. packages shouldn't magically autostart themselves in my opinion. Postfix / dovecot, databases, tools like mbsync etc don't autostart either and I fail to see why this should be any different.
If an admin wants to auto start it, they can link it there.

Thanks for the update.
For this specific case, maybe it would be better to install the desktop file in
/etc/xdg/autostart
instead of/usr/share/applications
?It looks like the file was specifically written for this case (no icon, no "pretty" name to display in menus)
Packages in official repositories are doing that when it's the only intended use (i.e.
network-manager-applet
,light-locker
,pulseaudio
