Currently not working with recent Nextcloud versions

@smirky flagged nextcloud-app-ocsms out-of-date on 2018-07-26 for the following reason:
package is out of date -> 1.13.1 is the latest one Keep in mind that the version string is lower than the one in AUR. aur/nextcloud-app-ocsms 1.13.1-1 -> 1.21.2-2
Done with epoch. Thank you very much for the notice! I finally understand why there's a strange tag 1.21.x among 1.12.y tags lol
