You didn't search correctly: https://dl.dropboxusercontent.com/u/64361252/pkgbuilds/Video_Codec_SDK_7.0.1.zip
AND
Where I find it... https://chakralinux.org/ccr/packages.php?ID=7524&setlang=fr
Please update your PKGBUILD. It's needed by ffmpeg-nvenc.

This is by design. As described in PKGBUILD you need to manually download the source file. In this new version 7.0 NVIDIA introduced restricted download by requiring registration at their website. There is no direct download link to be placed in PKGBUILD, at least not that I could find.
In order to build the package you need to register at NVIDIA website, manually download the SDK file, place it in PKGBUILD directoy and run 'makepkg'. AUR helpers are not supported.
I'll add a note in the package description.

Video_Codec_SDK_7.0.1.zip - is not a valid source. The url in the PKGBUILD is "file://Video_Codec_SDK_7.0.1.zip"

In order to build the package, you need to manually download the SDK file from NVIDIA's website (registration required). Place the downloaded file in the PKGBUILD directory and run makepkg.
