I think there is a mistake in zsh completions setup path. It should be:
/usr/share/zsh/site-functions, but currently `zsh` segment is missing: /usr/share/site-functions, so they aren't working.

Please, add zsh completetions from packer contribs:
https://raw.githubusercontent.com/mitchellh/packer/master/contrib/zsh-completion/_packer.
You can look at terraform-bin package for reference (https://aur.archlinux.org/packages/terraform-bin/)

Seriously, you should denote binary packages with -bin. It's trivial to build packer from source. I've created packer-io-git if anyone cares.
